Define the public service, not just the equipment

A municipal office, water pumping station and evacuation facility have different load profiles. Identify which circuits must keep running, the acceptable interruption, motor starting demand and who operates the system during a brownout. Compare efficiency improvements and solar-only options with solar + BESS. Storage should solve a documented need, not simply make a tender look modern.

Make supplier responses genuinely comparable

A requirement such as “100 kWh battery” is incomplete. Define usable AC energy at a stated load and temperature, auxiliary consumption, reserve, warranted degradation and the measurement boundary. For PV, specify the yield basis, roof constraints and downtime assumptions. S3 can turn gaps into a technical clarification register; the procuring entity retains ownership of the specification and evaluation.

Know who can control the facility remotely

Ask for the device and firmware inventory, data-flow diagram, administrator roles, remote-access method and security-update responsibilities. Require a demonstration of what happens when internet access or the vendor cloud is unavailable. Define owner-controlled credentials, access revocation, logs, backup and recovery. These are proposed engineering controls, not a claim that one certificate satisfies every Philippine cyber obligation.

Budget for operation, not only installation

A low purchase price can hide replacement parts, cooling electricity, service travel, software fees and a battery warranty that does not match the planned duty. Use a common study period and transparent assumptions. Compare a no-project baseline with credible alternatives, then test the sensitivity to tariffs, utilisation, degradation and downtime. A calculation is only as useful as the evidence behind its inputs.

Write acceptance tests before signing

Agree the evidence before delivery: protection settings, export control, load transfer, generator coordination, usable energy and safe recovery after a fault. Factory acceptance testing and site acceptance testing serve different purposes. Specify who witnesses the test, where the data is stored, how failures are corrected and what the operator receives at handover. Statutory approvals and regulated engineering work remain with the appropriate authorities and qualified professionals.

Independent advice must also respect procurement boundaries.

The approved IRR links market scoping to procurement planning (section 10), sets rules for specifications and brand references (section 11), and addresses lifecycle analysis where applicable (section 13). Applicability, transition provisions and current GPPB guidance must be checked with the BAC and legal team for the actual procurement. Our technical report supports that process; it does not replace their decision or authorize an award.

Conflicts are not cured by calling a service “independent”. Section 81.2 addresses consultancy, specification preparation and equipment-supply conflicts. If our role would exclude S3 or an affiliate from a later bid, that restriction must be respected. Define the role, disclose interests and confirm eligibility before sharing restricted tender material or commissioning work.

Public solar: prepare the decision before the tender

DOE’s January 2026 partnership with Iloilo and Bacolod combines public-building solar with energy efficiency. That is a useful planning lesson: compare load reduction, daytime PV and critical-load storage instead of assuming every building needs the same package. Zero-export does not mean “no obligations”

DOE DC2026-08-0017 distinguishes own-use zero-export solar from micro-solar. Connected zero-export installations require DU notification and effective export prevention; building-permit and ERC COC requirements depend on the category and stated exceptions. Do not apply household or micro-solar exemptions to an ordinary commercial project. We help map the actual site, owner and operating mode before a proposal becomes a commitment.

A non-confidential description of the facility, the service that must stay available, the project stage and the decision deadline is enough to start. Mention whether you already have a solar or BESS proposal. Do not send passwords, personal records, restricted bidding documents or security-sensitive diagrams through this form. We will agree an authorised, secure information-sharing route if more evidence is needed.

Where personal information is involved, the Philippine Data Privacy Act and applicable NPC rules must be assessed. If useful: an agreed engineering scope

Only after the free assessment, we can send a separate proposal with scope, deliverables, fee and timing. It can cover measured loads, solar yield, BESS sizing, tender risks, cybersecurity or lifecycle cost. Nothing starts until you approve it.

Do not attach bills, diagrams, credentials or other sensitive files here. We will agree a secure transfer route after initial contact.

The initial desktop assessment is free. Any detailed work begins only after you approve a separate scope and proposal.
